Zancon was pleased to support the Christchurch Men’s Prison PPP, where we were engaged by Built to develop the bid programme.
The project is a multi-phase redevelopment of New Zealand’s primary high-security prison in the South Island, being delivered as an availability-based Public Private Partnership. Phase One alone is valued at approximately NZD $700–800 million and includes new high-security accommodation, healthcare facilities, and supporting infrastructure to increase capacity and modernise the existing estate.
Our role focused on preparing a clear, credible, and strategically aligned programme that reflected the project’s delivery methodology and key sequencing constraints. We worked closely with Built’s bid team to ensure the programme was both competitive and realistic, providing confidence to stakeholders around delivery timeframes.
Through detailed planning, scenario testing, and alignment with the broader bid strategy, we helped position the submission for success.
